RSA (Rivest-Shamir-Adleman) Algorithm: One of the algorithms used to create secure and completely unique pairs of public and private keys. See “Encryption” for more information.

Reason Codes: Basic codes which provide additional information regarding a chargeback, fee collection, or another aspect of cardholder interaction. Reason codes are provided to the receiving clearing member.

Rebate: A rebate occurs when an acquirer member diminishes the STAR cardholder’s access account via a STAR transaction initiated at a STAR terminal by a set amount.

Receipt: A receipt needs to be a hard copy document and should include date, PAN, the type of account accessed, a reference number, a merchant name and location, and an action code. Receipts missing any of the above may not be considered valid as a description of a transaction.

Recurring Transaction: A regularly-scheduled transaction that is charged to a cardholder’s account with the permission of the cardholder on a periodic basis. Recurring transactions are common for Internet subscriptions, gym memberships and in other businesses in which services or goods are provided on a regular periodic basis.

Reference Number: Assigned by an acquiring member, a reference number acts as an identification number for a specific transaction. Reference numbers have 23 characters.

Referral: An authorization center may relay a referral from an issuing bank when an authorization requires a call to either a Voice Response Unit or a Voice Authorization Center.

Regional Network: A network which isn’t part of the national interchange system and which processes debit transactions in a given area, either statewide, countywide, or in another geographical region depending on the network’s arrangement.

Regulation CC: An important regulation which implements Title VI of the Expedited Funds Availability Act (12 U.S.C. § 4001 et. seq.).

Regulation E: An important regulation which implements the Electronic Fund Transfer Act, also known as Title IX of the Consumer Credit Protection Act (15 U.S.C. § 1601 et. seq.).

Remittance Information: Information used by a biller to correctly and efficiently post bill payments from a customer.

Remittance Processing Service: A service which handles electronic authorized payments, routing them to another financial institution or several financial institutions.

Rental Agreement: A cardholder contract that details a variety of items, including all of the charges that the cardholder is agreeing to pay in various circumstances…

Representment: Occurs when an acquirer presents a transaction to an issuer due a merchant’s request for a chargeback reversal.

Response Time: In credit card processing, response time usually refers to the time between a request transmission for a STAR transaction authorization by a switch and when a receipt of response is relayed back from the STAR switch to the issuer processor. Faster response times allow for better efficiency.

Resubmission: Electronic submissions of a STAR POS transaction, authorized by an acquirer processor or a STAR merchant, which are not the original submission. A resubmission may be necessary for a number of reasons. Resubmissions don’t require or contain a PIN.

Retail ID Authentication Program: A program in which STAR Internet transactions are initiated by an account holder via an authentication token, which authenticates the transaction through a third-party approved by the STAR network. This authentication takes place on behalf of the acquirer member.

Retention Period: A period of time in which a member of STAR must retain a reproduction of chargeback documentation and interchange paper, usually as a microfilm.

Retrieval Request: A formal request given to an acquirer from an issuer for a ticket of a transaction. A retrieval request is one of the first steps that an issuer will take when responding to a transaction dispute.

Reversal: A cancellation of a posted and authorized STAR transaction, transmitted electronically through the STAR network.

Rules: Includes all of the operating rules of the STAR network. These operating rules are regularly amended and include technical specifications and definitions in addition to appendices and various guidelines and standards.
